Why the famous Italian songs are the trap
The songs that say "Italy" in films and adverts are mostly modern: "Volare" (1958), "That's Amore" (1953) or the many recent versions of "Bella Ciao". The compositions or the recordings, usually both, are protected, and an advert with one needs licences from the publisher and the label.
Older Neapolitan songs are often free as compositions: "Funiculì, Funiculà" (Luigi Denza died in 1922) or "'O sole mio" (Eduardo di Capua died in 1917). Their recordings still have their own rights.
